Job Description

You will be responsible for the program & project management of the Mandai Development project, including the successful initiation, execution, monitoring, controlling and closure of assigned projects. In executing the project you will be supporting the Superintending Officer in PSSCOC contracts or assisting the Project execution lead, who will be assigning specific projects or areas within projects. You will be supported by a team of multi-disciplinary consultants, specialists playing the role of superintending officer representatives, and the site team. 

The scope covered will include the full range of works required to successfully complete the project from design, regulatory, specialist works, building, equipment, fit out, interior works, operational equip, furniture, IT, etc.. You will also be managing &/or directing external consultants, specialists, contractors, vendors, planners, authorities, operators and any other related persons/firms in support of this work.
Additional focus areas include managing the Civil and Structural aspects of the project by overseeing external C&S consultants, specialist C&S engineering engineers, C&S construction related matters and providing the MPD with your recommendations on Civil and Structural aspects of the project. 

Key responsibilities:
1. To manage the project by providing support and guidance on the following areas:

  • Review project schedule, quality & cost deliverables
  • Regular (daily, weekly, monthly) updating & reporting of project performance and progress
  • Value engineering and management
  • Feasibility studies, Presentations to management
  • Cost benefit analysis
  • Risk analysis evaluations & mitigation plan
  • Ensuring quality & proper construction techniques and implementation
  • HSE, scheduling & risk management
  • Documentation & Administrative duties as assigned by AVP/VP/Project director

2. Provide management on the following areas

  • Review and ensure all project compliance and regulatory requirements
  • Resolving project issues and problems including dispute resolution
  • Ensuring processes & regulation practices are in order
  • Provide direction and instruction on project matters
  • Review, develop & manage project implementation process flows
  • Ensuring that all stakeholders understand and adhere to contractual obligations
  • Overseeing project KPIs
  • Provide regular updates, reports, recommendations & analysis to management
  • Management of Civil & Structural aspects of project
  • Review Civil & Structural design aspects of project


Requirements and Experience:

  • Minimum recognised Board of Engineers, Degree qualifications or higher in Civil or Structural Engineering with 5 years or more experience. (Minimum 3 years working as a Civil/Structural Engineer)
  • Experience in Singapore’s form of contracts, SIA, PSSCOC, FIDIC, REDAS
  • Experience in managing relevant projects assisting the Superintending officer (SO) or SO representative, or Architect (in SIA form) or assistant package administrator or Senior Engineer
  • Experience in management of at complex, mix-development, attractions/ museums/ zoos/ theme parks, multi-use complex or similar
  • Experience in managing complex mix-development projects in the capacity of assisting the project manager, project architect/engineer (contractor, consultant) of at least SGP$50 million and above or as part of a design or construction management team managing such projects of SGP$100 million and above
  • Meticulous, organized and detail-orientated
  • Ability to work well with peers, subordinates, senior management and stakeholders
  • Strong people management skills
  • Ability to articulate and provide presentations, reports & updates to management
