The Client

A leading engineering consultancy involved in the provision of engineering and design services of global infrastructure and Energy projects


The Position

The Senior Manager - Commercial is responsible for all commercial Infrastructure, Water Supply, Wastewater and buildings architectural design activities, including environmental studies in the South East Asia Region. He is responsible to define, develop and implement the department’s strategy, develop and promote the business, oversee delivery, enforce policies and procedures, ensure quality, manage cost, capacity and utilization. The jobholder is responsible to attract, develop and standardize power, infra & buildings design activities and environmental studies capabilities. He shall represent the Firm as a specialist in the professional engineering communities and international forums.


Key Responsibilities


  • Provide input, (e.g. sales projections, market trends, project opportunities etc.) for the development of the Energy, Infra and Architecture business plan
  • Develop the Singapore office budget and raise to the VP for review
  • Track capacity and report on utilization levels of Singapore staff as per targets set


Customer Focus

  • Represent the organization on the Energy, Infra and Architecture studies topics and contribute to enhancing the brand name and reach of the firm in the market
  • Drive the business development and marketing of Energy, Infra and Architecture businesses studies capabilities to clients in Geographies in coordination
  • Drive business development and proposal presentations to clients
  • Present design outcome to clients, as needed
  • Ensure client satisfaction with company’s Energy, Infra and Architecture businesses and address any concerns


Internal Business Process

  • Lead and manage Singapore team towards achieving targets included in sectors business plan
  • Set target budgets for Energy, Infra and Architecture design projects proposals
  • Define design delivery model (location of design execution, outsourcing approach etc.) for projects to be delivered by the company’s Energy, Infra and Architecture sections during the proposal development stage.
  • Share company’s Energy, Infra and Architecture design expert knowledge and support in identifying and assessing projects risks during proposal development stage
  • Identify, engage and negotiate with specialty suppliers required for company’s Energy, Infra and Architecture businesses during the proposal development stage
  • Review and validate design delivery cost estimates for proposals
  • Review technical and commercial (including margins) proposal submissions, ensuring technical accuracy and adherence to company’s quality standards
  • Assign engineers and architects to project teams, as required by project scope 
  • Assign and manage engineers and design architects in Geographies
  • Oversee progress of projects through all design stages (schematic design, draft final design, tender and construction documents etc.)
  • Guide the design content and provide subject matter advice to design teams on design topics related to commercial buildings design
  • Escalate internal design coordination issues with non-Architectural Design Sectors / Departments for support and resolution
  • Review design deliverables prepared by architects, and ensure implementation of quality control measures
  • Lead value engineering activities for design deliverables
  • Organize and arrange periodic meetings with other design centers to coordinate and align on various topics, such as knowledge sharing, standardization, resource optimization etc.


Learning & Growth

  • Research Energy, Infra and Architecture design market trends and ensure that the company is at the forefront of technology and capabilities trends
  • Ensure consistency and high performance of resources
  • Develop manpower plan and submit to the VP for review / approval
  • Recommend hiring and termination of staff, and raise to the VP
  • Ensure that all new joiners are inducted and trained on company’s design standards and quality procedures
  • Ensure the execution of staff evaluation as part of project close-out activities in coordination with respective Project Managers
  • Develop training plan and technology upgrade requests
  • Upload the deliverables into company’s knowledge management system in accordance with corporate policies and in coordination with PMs
  • Establish a healthy work environment for employees



  • 15+ years of experience in the infrastructure design in a top tier regional / multinational engineering consultancy firm
  • Strong experience and track record in developing infrastructure design for a wide range of commercial and business related projects, such as water supply and wastewater
  • Exposure to global best practices and trends in the infrastructure and architectural design, in particular related to commercial design
  • Significant experience within South East Asia
  • Bachelor’s Degree in Engineering.  Master’s Degree in Engineering or related field is preferred
  • Chartered Professional Engineering certification or equivalent is preferred
  • In depth knowledge and proven track record in the infrastructure design field
  • Advanced graphic skills including hand sketching
  • Understanding of international engineering standards and codes 
  • Excellent planning and organizational skills
  • Excellent communication, presentation and interpersonal skills
  • Excellent managerial skills
  • Proficiency in spoken and written English; Mandarin is an advantage
