Job Description

Our client, a reputable tertiary education institute is currently looking for a suitably qualified candidate to join them as Associate Director – Finance. Heading up the Finance function, the incumbent is responsible for managing all financial matters in the School, including supporting the School’s Senior Management in all strategic and tactical matters relating to financial planning and forecasting, budget management, cost-benefit analysis, and financial reporting.  The incumbent shall supervise the School’s finance team and serve as the main spokesperson on all financial matters.

Key Duties & Responsibilities:

A.     Supervise a lean team to manage the following:

  • Resource planning, analysis, and reporting
  • Plan annual budgets and prepare financial forecasts and variance reports
  • Prepare cost-benefit and profitability analysis and / or simulations for programmes / projects
  • Calculate and issue financial and operating metrics for cost/overall performance tracking
  • Prepare the School’s annual/quarterly / monthly financial positions for Management’s review
  • Devise and monitor cost-effective & efficient data accumulation systems/processes needed to provide an appropriate level of costing information to Management
  • Controllership and operational finance
  • Undertake all aspects of business accounting and financial reporting
  • Manage all accounting operations including billing, AR, AP, GL, FA, cost accounting and revenue recognition
  • Ensuring due process for all procurement activities
  • Manage and work with funding agencies (e.g. MOE, SSG etc) on funding, accreditation, and quality assurance matters
  • Monitor all grant / subsidy receipts and disbursements, with timely claims and reporting
  • Drive month-end and year-end account closing process
  • Ensure compliance with University’s financial and procurement policies and procedures
  • Keep abreast of new developments in practices and policies
  • Oversee internal and external audits from time to time as may be required

  • Identify opportunities for continuous improvement in workflows to achieve greater efficiency.  Review business processes and accounting frameworks to conscientiously strengthen internal controls and accountability
  • Ensure quality control over financial transactions and financial reporting

  • Ensure timely receipt and recording of donations and matching grants
  • Plan conscientiously for the utilization of donated funds in accordance with donors’ specifications
  • Ensure timely report as appropriate

B.       Ensure integration of all finance and procurement operations/management with those of the related offices in the University’s Central Administration

 

Key Requirements:

Academic & Professional Certification:

  • At least a good degree in Accounting or Finance from a reputable university (CA(Singapore), CMA or equivalent preferred)

Experience & Attributes:

  • At least 10 years’ relevant experience with significant involvement in cost / management accounting
  • Familiarity with resource planning and management in relation to profit-centre accounting in the education / training industry preferred
  • Highly numerate, meticulous, and analytical with strong conceptual thinking skills, able to see patterns and trends when looking at information and situations
  • Highly proficient in Microsoft Office applications, especially Excel, and SAP accounting system
  • Exceptional interpersonal and communication (verbal & written) skills
  • Energetic and skilled people manager with the ability to inspire, galvanize and engage staff members at all levels and with external stakeholders, functioning effectively in a complex, uncertain and ambiguous environment.
